This project was funded by the state of Utah to move their benefits program from a proprietary CMS to Liferay in order to save time and money. I built this theme from scratch using CSS, JavaScript (YUI3), Velocity Templates, and XHTML.

Even though only five people worked full-time on this project is was completed on schedule and under budget. It now serves more than 100,000 users a day with an average 20,000 concurrent users.
